ABSTRACT

A definition is a statement expressing the essential nature of something, a statement of the meaning of a word or word group, or a sign or symbol. Definition is the action or process of defining; the action or the power of describing, explaining, or making definite and clear (Merriam-Webster Online Dictionary). In this chapter, we attempt to describe homelessness and examine definitions attempted in theory and policy. In Chapter 1, we made the link between home and homelessness because the word we choose to use in English to describe homelessness has, as its root, the value-laden term ‘home’. In this chapter, we examine the range of definitions used worldwide and in the CARDO study countries, beginning by probing the English language for suitable terms. The definitions of homelessness used in industrialised countries offer some guidance but tend to include almost everyone who is inadequately housed. We examine the definitions used by governments in developing countries, focusing on particular criteria. We end by looking at working definitions used by NGOs who are active with homeless people, whose definitions tend to be backed by actions.
