ABSTRACT

The author quite agree that the General Assembly, as now constituted under the UN Charter, is a very undemocratic organ. An Assembly which allows one vote to each nation, regardless of territorial size, military or economic strength, numbers of population, or financial contribution to the United Nations is as unfair as it is unrealistic. If the Assembly is to be only a general debating society, then no great harm is done since public opinion may also be expressed outside the Assembly and may have some impact on events. But if the Assembly is to become a legislative body, then major changes would seem to be required. It is also unrealistic to assume that those now in power will be willing to yield that power or agree to any reorganization which will diminish that power. The United Nations is a loose association of independent sovereign states. Reform of the UN – our only planetary management machinery – is vital.
