ABSTRACT

At the intra-urban scale level, both urban designers and urban planners participate in the process of creating and maintaining the urban environment. This process is not straightforward in the sense that first planning agencies make their decisions and then, subsequently, designers shape the physical environment according to those decisions. The process is much more circular: planning decisions are affected by the existing urban form; designers create environments that may weaken or strengthen planning decisions; and subsequent planning decisions can weaken or strengthen the intentions of an urban design.
