This chapter provides a model for constructing simulations and a set of specific steps to follow in their development. The model gives an overall conceptual framework, which is used as a foundation for presenting: specific steps for developing simulations. The difficulty of the simulation will depend on the job level and also the organizational and environmental context. The difficulty level of the assessment will be manifested in: the behavioral definitions of the dimensions/competencies; rating scale anchors; and the complexity of the stimulus material in the simulations. The development phase involves producing the actual simulation material. The purpose of the pilot testing is to obtain feedback from participants, assessors, and role players on several aspects of the simulation materials. The simulations can be used for various purposes, including employee selection/promotion, high-potential employee identification and succession planning, training needs analysis, professional development, and research.
