ABSTRACT

THUS in the years 1865 -75 the public interest, now that the question of union charge ability was settled, began to concentrate on a discussion of the adequacy and dispauperising effects of different methods of administration. A certain convergency of opinion as between the Poor Law Board represented by Mr. Goschen and Mr. Stansfeld, the guardians and the philanthropic public, has been made apparent. Other influences of less official character combined to influence public opinion in the same direction.
