ABSTRACT

This chapter addresses the key implementation issues that are fundamental to the contextual realities that affect any new initiatives. Teachers and administrators are expected to implement the multiple layers of policy that affect every aspect of schools from student discipline to accreditation. Policy regarding teacher evaluation is set at both the state and local levels. Evaluation procedures should be straightforward and identify who will be evaluated, by whom, how often, and by what means. Almost all school systems require regular, formal evaluation of everyone who works within the school. In addition to identifying the participants in the evaluation process, evaluation procedures should provide an approximate timeline and the steps to be taken. At its most fundamental level, evaluation is a "process by which the acceptability of teacher performance is judged. Evaluation then becomes a process of comparing a teacher's documented job performance with established duties and acceptable levels of performance based on this information.
