ABSTRACT

In the context of the existing structure of the republics’ communist parties, matters must be conducted in the direction of consolidating autonomy. This will be promoted by granting to them the right to resolve at their own discretion all the basic issues of Party life—organizational, structural, cadre, financial, and others, and to adopt, within the limits of the CPSU Program, their own political documents reflecting specific national needs and conditions for Communists’ activity. As for a new treaty, the Constitution of the Soviet federative state is a treaty document, since it enshrines the basic rights and reciprocal commitments of the Union and its constituent republics. As is well known, the 1922 treaty is open and still retains its legal force. The new declaration, as an organic part of the Union of Soviet Socialist Republics Constitution, could be a fundamental political document, which will make it possible to reinforce measures for the renewal of Soviet federalism and to resolve questions that arise.
