ABSTRACT
It is often said that "there is no evidence that punishment is a deterrent to crime." When this statement is made we are apparently supposed to conclude that punishment is not a deterrent to crime. This may leave us more than a little confused as we wonder why those long lines of vehicles form behind the patrol cars on our highways, or why looters so often show up just when the police are out on strike.
