ABSTRACT
The assumption about the homogeneity was inapplicable in the conditions of transformation of economy. The process of forming a new economic system in Russia, i.e. the process of transition from an actual unitary to a federal state system, brightly showed distinctions in the impact of reforms on economic and social situations of the regions.
