ABSTRACT

The impact of collective bargaining on personnel management systems in public management has produced a need for more collaborative or cooperative efforts in public affairs aimed at effective management and provision of goods and services to the people. The changing organizational culture and work environment are influenced by family and diversity issues, communication task management technologies, changing employee attitudes, behaviors, and values, and the need for participative management. The changing workplace will require more positive attitudes to facilitate effective communication, and exchange of information in good faith to facilitate labor–management cooperation.
