ABSTRACT
Professional court administrators emerged relatively recently within the field of Public Administration. Court systems, which had always been managed primarily by judges and elected court clerks, had been slow to modernize until the introduction of these specially trained managers. Their roles are diverse, but their essential responsibility is to improve the operation of courts by freeing judges from nonjudicial duties and providing them with competent managerial infrastructures.
