ABSTRACT
Financial resource management in local government is constrained by its environment, but nonetheless is a means for accomplishing strategic management. Through management control, the component functions of financial management enable goals and objectives from strategic planning to be linked to actual results. The component functions of financial management accomplish these ends through their emphasis on financial management’s core values: control, performance (efficiency), and planning (effectiveness).
