ABSTRACT
The concentration of the operational authority over public organizations in the hands of chief executives (CEs) is a striking feature of the new public management (NPM) that has emerged from about two decades of public sector reform in English-speaking nations. This entry is concerned with the extent to which the new-styled CEs should be expected to exercise leadership and management.
