ABSTRACT
Who really pays the taxes? Many people worry about having to pay more than their “fair share” of taxes. It is important to understand where the true economic burdens of a tax lie, for purposes of ensuring whatever concept of fairness has been agreed upon and for understanding the effect of the tax on efficiency (its influence on economic decisions). Of course, because equity is often in the eye of the beholder, there are many different views of fairness.
