ABSTRACT
The critical aspect of performance measurement is the selection, definition, and application of appropriate measures of government activities. Ideally, performance measurement efforts are integrated into a framework for improving government decisions as part of a performance management system. Performance measures may have other uses beyond informing resource allocations decisions. State performance measurements systems vary considerably in practice. Performance measurement is not without difficulties, costs, and potential risks and pitfalls.
