Social insurance and welfare have different purposes, serve dissimilar groups, and witness divergent politics. After a brief introduction to the distinction between social insurance and public assistance, this entry focuses on the policies and politics of social security, the largest social insurance program, and Temporary Assistance to Needy Families (TANF), the most controversial of the public assistance programs.
