ABSTRACT

The U.S. Office of Personnel Management (OPM) is the central personnel agency for the United States' federal government. It was established in 1978 as a result of the civil service reform measures promulgated by the administration of President Jimmy Carter. At its founding, the primary goals of OPM were to serve as the President's primary advisor in personnel matters, to establish government-wide personnel policies, and to assist federal executives and managers by simplifying the personnel rules and regulations. Assessments of OPM's effectiveness are, at best, mixed.
