ABSTRACT
Collaborative governance refers to practices that engage stakeholders, citizens, and public agencies in joint deliberations on policy decisions. Collaborative governance has special features that distinguish it from traditional governance. Obstacles to implementation of collaborative governance exist because of its tensions with traditional governance and the differences in their practices. The future of collaborative governance depends on the development of theory.
