ABSTRACT
Government policies sometimes undergo major changes. A new purpose is undertaken, or a new program is launched. But more often, policies and the organizations that implement them seem to change little from one year to the next. The study of policy change employs a variety of empirical and theoretical approaches in its efforts to understand lasting and purposeful changes in policy.
