ABSTRACT
This entry reviews the history, development, and relationship of capital improvement planning as part of the comprehensive/master plan to the capital improvement programming efforts of typical municipalities. The ability to more closely link these parallel activities in municipalities is examined. Further strengthening the linkage between the comprehensive or master planning and capital improvement programmings holds the promise of better controlling expenditures and community growth.
