ABSTRACT

Carl Friedrich (1901–1984) was an American political scientist and a professor at Harvard. He was well known in the public administration community for his role in the Friedrich–Finer debate of 1935–1941. Professor Finer is also known for his political theory, the study of totalitarianism, the development of constitutions, and numerous other studies. He was among the first interwar European Émigré Scholars to the United States.
