ABSTRACT
This entry provides an overview of climate change and energy policy leadership in California. Changes are under way in California's electricity system to help reduce greenhouse gas emissions and prepare for uneven impacts expected from climate change. California has created a cap-and-trade program to help reduce greenhouse gas emissions. Choosing projects and programs to be funded from the sale of allowances promises to be an important and controversial topic through 2020.
