ABSTRACT

This entry reviews the major components of the Biggert-Waters Act of 2012 (BW-12), provides an essential background on the National Flood Insurance Program, reviews changes made to BW-12 with the Homeowner Flood Insurance Affordability Act of 2014, and suggests changes likely to occur due to the flood insurance changes over the coming years. These include actions toward integrated water systems, improved mitigation tied to grants and loans, green infrastructure, and changes in how governments work with the private insurance industry.
