ABSTRACT

The Homeland Security Act of 2002 is the U.S. federal government's legislative response to the threat of terrorism following the attacks of 9/11/2001. Passed on November 25, 2002, this Act (Public Law 107-296) created the Department of Homeland Security (DHS). DHS was created through the incorporation of many disparate, but allied, roles. This law draws upon the Executive Orders issued by Presidents Bill Clinton and George W. Bush. In addition to creating the structural elements of the department, this act includes alterations to its administrative functions, including personnel management and procurement.
