ABSTRACT
Ethical competence continues to be an essentially contested concept. Six ethical theories that have informed the discourse are surveyed. An itinerary is then identified to assist researchers in defining the concept as a virtue, explicate its attributes, and deem its practice virtuous. This entry concludes by considering how the metaphor of the craftsman can assist researchers to explicate the concept's traits and assess its presence in public administration practice.
