ABSTRACT
This entry examines the historical perspective of congressional delegation of authority to the bureaucracy. It first discusses the constitutional provisions in which delegation may occur and the issues surrounding delegation of authority. The entry goes on to examine why Congress chooses to delegate, focusing on the models provided by Morris Fiorina. Finally, the evolution of the delegation doctrine is examined, particularly since the New Deal era up through present history.
