ABSTRACT

This article aims to present the concept of entrepreneurial university used as a basis of developing the education and learning system of Thailand’s higher education institutions. The initial development model focusing on solving problems could not be potentially effective. Thus, the foresight methods are needed to help enhance the quality of education service due to globally changes. Besides, the entrepreneurial concept is, at present, used for strategic planning including developing specific issues in certain contexts in some countries. To Thailand’s Higher Education Institutions and Entrepreneurial Behaviors, forefront universities are highly expected to effectively respond to the nation’s demands with New Public Management (NPM) introduced as a result of the state decentralization and the transfer of authority from state to universities. This article benefits for Thailand’s Higher Education Institutions to develop human resources consistent to Thailand educational reform, educational strategic planning, and sustainable growth in the future.
