ABSTRACT

Hurricane Sandy hit New York City with a devastating blow in October 2012. Every portion of the City’s infrastructure was damaged and needed repair. This included New York City Department of Transportation (NYCDOT) roads and bridges. Particularly hit hard were NYCDOT’s movable bridges, which are located in low lying areas. In November 2012, through an Engineering Services Agreement, NYCDOT retained the services of HNTB Corporation to assist NYCDOT with the inspection, assessment and recommendations of their movable bridges to determine the repairs necessary to place the bridges back to pre-Sandy condition. This paper will discuss the impact that Sandy had on the bridges, the measures and procedures that NYCDOT had to follow to ensure permitting and funding was obtained as well as the hurdles that needed to be crossed to develop biddable repair contracts in a short time and in compliance with Federal guidelines.
