Note that for all the chemicals with zero maximum contaminant level goals, the maximum contaminant levels (MCLs) are set at 0.005 mg/L. On July 8, 1987, the final rule was published for the National Primary Drinking Water Regulations in volatile organic chemicals (VOCs) and monitoring for unregulated contaminants. According to the Environmental Protection Agency (EPA), a noncommunity nontransient water system is a public water system that is not a regular community water system and that supplies at least 25 of the same people over six months per year. The MCLs proposed by the United States EPA for the eight VOCs were based upon an evaluation of availability and performance of treatment technologies, availability, performance, and cost of analytical methods, and costs of application of various technologies to lower the concentration of VOCs in drinking water to various levels.
