ABSTRACT
The issues surrounding planning for a cost effective use of underground space in urban areas are discussed. Having an understanding of the most appropriate uses for underground space in a particular city, how these might change as the city grows and how the geology, topography and existing land use affect the viability of underground uses is important. The problems of initiating such planning efforts in a timely fashion also are discussed.
