ABSTRACT

This chapter provides guidance in planning entry and work involving confined spaces. A number of issues deserve consideration before the decision to enter a particular workspace is made. These provide the purpose and necessity for pre-entry planning: to explore issues and alternatives prior to actual entry. The key to successful pre-entry planning is to structure enquiry to generate relevant information in an accessible format. The Qualified Person simultaneously must possess and be able to focus encyclopedic knowledge, skill, and experience in hazard assessment and decision making onto specific situations. Personal inspection is considered an extremely important part of strategy for hazard assessment and control in some standards. Contents reflect the contents of the space at the time of the identification and hazard assessment. Hazard management focuses on work procedures and processes, and control of hazardous conditions associated with them. Hazard assessment and hazard management are cooperative and iterative processes.
