ABSTRACT

This paper deals with the role of the client in a design and construct contract of a shield driven tunnel in relation to surface settlements and describes the implementation of the monitoring strategy HerMes (tHE Rational Monitoring and Evaluation System, a Delfts Cluster initiative) at the Green Heart Tunnel. This strategy presents a systematic approach, which incorporates validated measured data in the decision process and takes uncertainties regarding the behavior of the soil and the design models of the contractor into account.

The implementation of the monitoring strategy and the related system for settling control gives the client an important tool to perform external quality control and risk management.
