ABSTRACT

All tunnellers want to build more tunnels, and there are many international tunnels waiting to be built for the benefit of many people. The important question of whether any one tunnel project can be built safely is posed by funders, owners and government bodies, and given the required amount of time, expertise, funding and motivation the answer should be “yes”. Although ensuring safety during construction, which is an increasingly important theme, is easy to state as an objective, the practicalities are often complex and difficult. This paper looks at what provisions might usefully be made within the contracts between the parties to a project to promote and ensure high standards of health and safety performance throughout the construction period, and includes three case studies.
