In the preparation stage one of the most common and serious problems are the omission of clear, well-thought-out objectives for external training. A common problem at the stage is the failure of the external training institutions to make the training relevant to the needs of the trainee and his/her country. Throughout the training cycle other problems occur from time to time. For instance, donor/lending agencies can be a great resource of funds, technical assistance and placement advice for external training. The monitoring should be specific enough to affect placement decisions for the returned trainee and allow judgments to be made about the quality of the training program as it relates to external training objectives. The chapter provides some discussions, will indicate procedures to minimize some factors and maximize the benefit to an institutional development process.
