ABSTRACT

Traffic Management (TM) has a long tradition with very positive results especially on motorways as measure to avoid congestion, to improve safety in case of tail-backs and to improve the exploitation of road network capacity. Variable message sign systems and traffic broadcasts as main instruments have been tested, fine-tuned and standardized as backbone of TM. The integration of these instruments with shared data bases yield considerable synergetic effects by mutual complementation. Emerging new telematics systems with private sector actors require reconsideration and definition of roles. Frame conditions for Public-Private Partnership (PPP) as set by the „Economic Forum for Transport Telematics” provide clear grounds for the deployment of new services in Germany.
