ABSTRACT

The goal of the Mombasa School Improvement Program (MSIP) was to improve the quality of teaching and learning in Mombasa primary schools, with an emphasis on supporting the use of child-centered activity-oriented teaching and learning methods. Mombasa District presented a challenging context for school improvement in 1994. There were 112 primary schools. The student population in Standards I to VI was approximately 40,560. The teacher population stood at about 1,014. The Mombasa Municipal School District is subdivided into five divisions, with two zones per division. Primary school Teacher Advisory Centers are a unique feature of the Kenyan education context. The project experienced a major transition midway through 1996. The implementation model was significantly revised in light of the perceived need to develop a more sustainable infrastructure for in-service assistance to teachers. The original project design called for intensive training for head teachers in basic management skills and in management practices associated with school and teacher development.
