ABSTRACT
Political controversy ranks among the most fundamental problems of headwater management. The manager faces pressure from many different groups, each with their own world views, their own supporting evidence, and their own policies. This paper examines the ideas and beliefs of some of the rival factions who seek to influence headwater management policy in the Central Himalaya.
