ABSTRACT

This chapter describes the nature of the problem that the Port of Los Angeles faces with hydrocarbon contaminated soils, the policy and administrative context in which solutions to the problem are being sought, and some of the unique problems or opportunities that the port has in managing the issue. The need to manage hydrocarbon contaminated soils and groundwater is a critical present and future need for the port in order to achieve its development plans. Under the policy and guidance of the Board of Harbor Commissioners a program has been developed and is continuing to evolve that will provide solutions to the contamination problems at the port's liquid bulk terminals. The Task Force reviews information on characterization, remediation, and lease renewal activity pertaining to liquid bulk terminals, and develops policy alternatives and implementation programs for consideration by Executive Management and the Board of Harbor Commissioners.
