The discussion is based on theory on IO effect on safety, perspectives on learning, communication principles and culture, attitude and mindset as a basis for change.
2 THEORY
2.1 IO effect on safety
Grøtan & Albrechtsen (2008) discuss the effect of IO implementation on safety. They make no clear conclusion on whether IO increases or decreases the potential of major accidents, but argue that changes in IO have both positive and negative effects. However, they identified several changes of human and organisational factors in the IO-development witch influence major accidents. Some of these changes are associated with decision processes:
a) Great expectations of development of efficient and ideal decision-making processes resulting in interaction. This implies special challenges related to many actors in new constellations, including tension between desires about development at efficient working processes and more time consuming development of accompanying forms of cooperation.
