ABSTRACT

Self-rescue is more and more an issue in external safety: to what extent are persons able to save themselves by evacuation in case of an accident with dangerous goods. The Dutch Decree on External Safety of Establishments (BEVI-Besluit Externe Veiligheid Inrichtingen) states that the fire brigade can account for self-rescue within her advice with respect to societal risk. However, in current quantitative risk analysis (QRA) self-rescue is not yet included. Therefore advices regarding self-rescue are given on a qualitative basis and focus on evacuation routes and on the extent to which these routes facilitate citizens to evacuate from the disaster area.
