ABSTRACT

ABSTRACT: This research is based on interviews with GIS staff members in 89 French Department Councils (Conseil Général), between 2006 and 2008.

With the second phase of decentralization in 2005, the NUTS3 level local community “Conseil Général” is involved in new missions. GIS turns out to be a strategic tool for these missions. The European directive INSPIRE concerns created and collected spatial data, not only on a regional level, but also on a departmental level.
