ABSTRACT

ABSTRACT: The paper presents how concepts, methods and tools from Geographic Information Science could support civilian crisis management. We introduce a framework of how GIScience could improve development of shared situational awareness and thereby facilitate communication process and decision-making. We link this framework to a three-level model of communication in crisis management, which is based on experience of using the SHIFT web portal in several Search and Rescue exercises. Based on observations from these exercises we also outline existing and new GIS methodologies which could facilitate communication between all crisis management actors.
