ABSTRACT

The goals of disaster management (Scotta et al., 2007) can be described as reducing or avoiding losses from hazards, to assure prompt assistance to victims and to achieve rapid and effective recovery. Disaster management is an ongoing repeated process that could be divided into the following four phases:

− The prevention and mitigation phase that aims to eliminate or reduce the probability of a disaster to occur and also aims to minimize the effect of a disaster in case the disaster is unavoidable.
