ABSTRACT
ABSTRACT: Emergency response involves numerous organizations and effective decision-making at multiple levels. Decisions require understanding of the situation by many parties with varying interests and perspectives. Because of the involvement of several organizations, collaboration is essential to arrive at effective decisions that can be executed by the participating organizations. Situation understanding requires a range of actionable information obtained from a variety of sources and delivered to the participants in forms that they can understand and use effectively.
