ABSTRACT

In order to expand the city, there was a need for strict control and planning of development of land. First, an appropriate size of the planned expansion was determined. A technical plan was then devised to ensure that water could be discharged and controlled, while the water in the city canals maintained a constant level. In most cases, the building process was begun by constructing a circular canal (singel) connected through the expansion area by means of a sequence of parallel canals (Burke 1956). Using sluices and windmills, the water level of the canal system was regulated and excess water discharged.
