Although not stated explicitly in the various references, it has been assumed that the correlations relate to unsoaked rather than soaked CBR.

1.2 Alternative basis

It is arguable that CBR is not a very satisfactory basis for pavement design and reservations have been expressed by many authors. An alternative and perhaps more rational basis would be the use of Stiff-ness Modulus (E).
