ABSTRACT
As stated by Bulman (1980), in designing and constructing quite simple roads the pavement engineer has to take into account the strength and moisture characteristics of soils.Therefore, it is hard to understand that only a small number of publications have discussed the importance and application of Soil Mechanics concepts to Pavement Engineering.
