ABSTRACT

In February 1999 the Kellogg Commission on the Future of State & Land-Grant Universities challenged these institutions to serve both local and national needs in a more coherent and effective way. The Commission called upon academic institutions to become “engaged” and to be more productively involved in their communities. According to the Commission, seven characteristics define an engaged institution:

responsiveness, academic neutrality, accessibility, integration, coordination, respect for partners, and resource partnerships.
