ABSTRACT

ABSTRACT: Recent widespread floods due the presumed changes in the climate caused paradigm shift form “flood fighting” to “living with floods” in flood management. The governmental institutions worldwide are redefining their flood policies. In Europe, the EU Flood Directive has been released and brought forward through the national laws. More importance is given to non-structural or resilience measures, where the capacity building of stakeholders is gaining more relevance. It can be achieved by defining the appropriate mitigation measures and by raising awareness among the stakeholders. The communication between experts and the stakeholders is gaining more importance. The mitigation measures to be applied can be divided into two main groups: dry proofing and wet proofing. Combined solutions, such as controlled flooding of the basement and dry proofing of the ground floor, are usually applied.
