ABSTRACT

To put a stop to the continuing destruction of the European archaeological heritage, a number of practical and legal measures, together amounting to a thorough reorganization of archaeological resource management, have been internationally advocated. It must implement whatever legislative measures are decided on by the Minister. Administrative measures will be needed to deal with the tasks of mapping and evaluating the archaeological heritage, administering the fund fed by development projects, controlling ARM research performed by third parties, performing whatever research is required before implementation can take place, and playing a significant role in the planning process. Methodological issues include how to deal with gaps in the archaeological record, how to construct an acceptable evaluation scheme for archaeological resources, how to predict the presence of unknown resources, and how to use the numerical and statistical tools of GIS correctly, for map analysis and map construction.
